A dog named Scamp the Tramp is the winner of the "World's Ugliest Dog" contest. On Friday, the tiny dog beat out 19 other contestants for the title at the Sonoma-Marin fair in Petaluma, California. He and his owner won 15-hundred dollars to take home, 15-hundred dollars to donate to a shelter, a trip to New York City and an appearance on the "Today" show.
